Political Climate
Afghanistan is willing to risk ties with Washington to achieve a friendly government on their western border. That is the real barrier between the U.S. and Afghanistan relationship. If they fail to ensure this negotiation (negotiation: to pursue a government in Kabul),they will employ allies to up send an Afghanistan government that they deem unfriendly. In the 2010 elections most of the elected officials were independent and wanted to maintain to their own ethnic group rather than to political organizations.
Social Climate
Warfare is the biggest social problem right now in Afghanistan, especially violence against women. Fighting has disrupted education, health care, employment opportunities, and even basic needs like food and shelter. The constant warfare has prevented them from developing effective irrigation systems required for farming.
